Completed and cancelled projects release their slot, so the project number is a concurrent ceiling rather than a lifetime total. AI is optional on every plan that includes it: it stays off until an administrator enables it for the organisation.
Moving to a smaller plan stops you creating higher-tier work. It never hides what you already made: closed periods, business reviews and an existing portfolio digest all stay readable. And anything still moving your numbers, such as an EAC override, can still be removed without paying again.
A whole project, properly run. Lifecycle and stages, planning and baselines, risks and issues, milestones, the business case, budget with actual cost from submitted time, ETC and EAC, PSR reporting and its PDF export, the project control assistant, closure and lessons, plus time entry, self-service time off, import and data export. Higher plans add people, cross-project coordination, formal governance and AI. They do not make your project data any more correct.
Downgrading can stop you creating or managing higher-tier workflows. It does not hide records you already created. Closed periods and their snapshots, business reviews whether published or draft, an existing portfolio digest and existing forecast interventions all stay readable. And anything premium still affecting your numbers, such as an EAC override, can still be removed. You are never stuck with a setting you cannot change.

Yes, on every plan. Import and organisation data export are not gated and never will be. Status reports also export to PDF. Your data is yours regardless of what you pay.
Project AI drafts, improves and reviews PSR commentary, from Business. The executive portfolio digest summarises across projects, from Scale. Flowr Assist is off until an administrator switches it on, and switching it off again stops every AI request at the server, including on your own provider key. Nothing is generated unless somebody asks for it, every suggestion is a draft you review before it counts, and a monthly allowance applies. An administrator can point Flowr at your own provider key, in which case you pay that provider directly and the allowance stops applying — but a key does not unlock AI on a plan that does not include it, and the AI settings themselves are part of the plans that include AI.
Upgrade at any time from your billing settings. Downgrading needs your current usage to fit the smaller plan first — reduce members or archive projects and the change goes through. Either way it applies immediately, and the prorated difference appears on your next invoice.
